If the error (code: 0004-0009) appears after the pre-upgrade check, go to Policies > Access Control > Application Control and check if any custom application control policy group is named default-policygroup (case-sensitive). Delete these application control policy groups or rename them, then reinstall the pre-upgrade check package.
