If the error (code: 0004-0005) appears after the pre-upgrade check, go to Objects > IP Location Database > ISP and check if any custom ISP is named All, china-unicom, china-telecom, china-mobile, or cernet (case-sensitive). Delete these ISPs or rename them, then reinstall the pre-upgrade check package.
