Scenario:

In Indonesia, the bandwidth was offered at a different rate for local and international bandwidth. The International bandwidth will be more expensive than the local bandwidth. For example, the price offered by ISP first media is as follows. (IX= International Bandwidth; IIX= Local Bandwidth)

ISP has provided two types of packages. The first package is 1Mbps of International Bandwidth + 5Mbps of Local bandwidth. The second package is 2Mbps of International Bandwidth + 5Mbps of Local Bandwidth. In this situation, the difference between the two packages is just 1Mbps. However, the customer needs to pay RP1,000,000 more to select the second package. We know that International Bandwidth's price is around five times that of Local Bandwidth.

When the International Bandwidth has reached the limit, it can’t occupy on Local Bandwidth. If the Local Bandwidth reached the limit, it couldn’t occupy the International Bandwidth. This is because even though ISP has provided two lines for customers to access the internet, from the user’s view, there is only 1 line to access the internet.
